I. General provisions

1. The qualification characteristics included in the section “Qualification characteristics of positions of employees of territorial bodies of the Federal Migration Service” of the Unified Qualification Directory of Positions of Managers, Specialists and Employees (hereinafter referred to as qualification characteristics, UKS) are normative documents intended to substantiate the rational organization of labor, correct selection, placement and use of personnel, ensuring unity in determining the job responsibilities of employees and requirements for them qualification requirements, as well as decisions made on compliance with positions held during the certification of specialists.

Qualification characteristics reflect the specifics of the activities of employees of territorial bodies of the Federal Migration Service in performing the state function of organizing and maintaining passport, visa and address information work.

Section "Qualification characteristics of positions of employees of territorial bodies of the Federal Migration Service" of the EKS consists of 3 sections: I - " General provisions"; II - "Positions of managers"; III - "Positions of specialists."

2. Qualification characteristics can be used as normative documents or serve as the basis for the development of job descriptions for employees, containing a specific list of their job responsibilities, taking into account the characteristics of the organization of work, as well as the rights and responsibilities of employees.

3. The qualification characteristics of each position contain three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.

The “Job Responsibilities” section establishes a list of basic functions that can be fully or partially entrusted to an employee holding this position.

The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must be able to use when performing job duties.

The section "Qualification Requirements" defines the level of professional training of the employee necessary to perform the job duties assigned to him, as well as the required work experience.

4. The CES does not include the qualification characteristics of derivative positions (senior and leading specialists). The job responsibilities of these employees, the requirements for their knowledge and qualifications are determined on the basis of the qualification characteristics of the relevant specialist positions contained in the section.

The use of the job title “senior” is possible provided that the employee, in addition to performing the duties prescribed by his position, supervises the performers subordinate to him. The position of “senior” can be established as an exception and in the absence of performers directly subordinate to the employee, if he is entrusted with the functions of managing an independent area of ​​​​work.

Employees with the job title “leader” are assigned the functions of a manager and responsible performer of work in one of the areas of activity of a structural unit or responsibilities for coordination and methodological management of groups of performers created in departments, taking into account the rational division of labor in specific organizational and technical conditions.

The requirements for the required work experience are increased by 2-3 years compared to the requirements for specialists.

The compliance of the actual duties performed and the qualifications of employees with the requirements of qualification characteristics is determined by the certification commission in accordance with current regulations on the certification procedure. At the same time, special attention is paid to high-quality and efficient performance of work.

Persons who do not have special training or work experience established by the qualification requirements, but have sufficient practical experience and perform efficiently and in full the tasks assigned to them job responsibilities, on the recommendation of the certification commission, as an exception, can be appointed to the appropriate positions in the same way as persons with special training and work experience.

II. Manager positions

Head of the address and reference work department

Job responsibilities. Manages the employees of the address and reference work department. Organizes work on timely and high-quality processing of accounting materials and execution of requests from law enforcement agencies. Executes encrypted telegrams, telegrams and the most complex requests, prepares responses to them. Draws up information certificates, is responsible for the state of the card collection (including closed ones). Takes part in the preparation of normative and methodological documents on migration issues, in holding meetings, seminars, summarizes and analyzes the work experience of employees of the address and reference work department, makes proposals for improving the forms and methods of maintaining and using operational records, and ensures quality control of the work performed by the department. Monitors compliance by employees of the address and reference work department with the regime of secrecy and information protection, labor protection rules, labor and performance discipline, rules internal regulations. Makes proposals for rewarding or punishing employees of the address and reference work department, and keeps records of the work they perform.

Qualification requirements. Higher professional (technical, economic, humanitarian) education and work experience in management positions or positions as specialists in areas of professional activity in the field of migration for at least 5 years.

III. Specialist positions

Passport and visa specialist

Job responsibilities. Keeps records of primary information, makes changes to passport and registration documents about citizens of the Russian Federation who have received foreign passports or documents replacing them, who have lost or acquired citizenship of the Russian Federation by decree of the President of the Russian Federation or in another manner, as well as about those who arrived in the country (as in visa and visa-free procedures) foreign citizens and stateless persons, their movements and emergencies that happened to them. Prepares information at the request of government authorities of the Russian Federation, as well as domestic and foreign law enforcement agencies. Fills out accounting documents for received materials, including those from abroad. Monitors incoming documents. Controls the procedure for placing information in the filing cabinet of accounting documentation and removing documents that have lost their meaning. Prepares requests to the executive authorities of the constituent entities of the Russian Federation to clarify and supplement existing accounting information. Monitors the safety and condition of the card stock in the assigned area.

Address and reference work specialist

Job responsibilities. Carries out the formation of address and reference information on the basis of arrival (departure) address sheets received from the structural divisions of the territorial bodies of the Federal Migration Service, compiled during the registration and deregistration of citizens at the place of stay or place of residence within the Russian Federation. Issues an identification document in accordance with the administrative-territorial division, in connection with a change in the name of a settlement, street, house number, apartment and other cases provided for by regulatory legal acts, as well as questionnaires for citizens temporarily residing in hotels, sanatoriums, holiday homes, boarding houses, campsites, tourist centers, and other similar organizations represented by the administrations of these organizations. Provides storage of address and reference information; use of address and reference information in order to identify persons hiding from the bodies of inquiry, investigation and court or evading criminal punishment, missing persons and other categories of wanted persons; providing address and reference information to subjects of legal relations; confidentiality regime and dissemination of information relating to an individual identified or determined on the basis of such information (personal data).

I. General provisions

1. This Model Regulation defines the main tasks, functions, powers and organization of activities of the unit on migration issues of the territorial body of the Ministry of Internal Affairs of the Russian Federation at the regional level.

2. The migration unit is a structural unit of the territorial body of the Ministry of Internal Affairs of Russia at the regional level, providing and implementing, within its competence, law enforcement functions for control, supervision and provision of public services in the field of migration.

11.3.33. Reception of foreign citizens and stateless persons applying for refugee status or temporary asylum in the event of their emergency mass arrival on the territory of the Russian Federation.

11.3.34. 11.7. Registration and sending to the Ministry of Internal Affairs of Russia in the prescribed manner of materials confirming the circumstances that are the basis for making a decision on the undesirability of the stay (residence) of foreign citizens or stateless persons in the Russian Federation.

11.8. Participation, within the scope of competence, in coordinating the activities of executive authorities of a constituent entity of the Russian Federation to assist in the voluntary resettlement of compatriots living abroad to the Russian Federation.

11.9. Participation in the prescribed manner in licensing activities related to the provision of employment services for citizens of the Russian Federation outside the territory of the Russian Federation.

11.10. Conducting address and reference work.

11.11. Carrying out reception of citizens, timely and complete consideration of oral and written requests from citizens and organizations, making appropriate decisions on them and sending responses within the period established by the legislation of the Russian Federation.

11.12. Participation in the prescribed manner in the preparation of proposals for establishing quotas for a constituent entity of the Russian Federation for issuing invitations to foreign citizens and stateless persons to enter the Russian Federation for the purpose of carrying out labor activities, work permits and temporary residence permits in the Russian Federation.

11.13. Taking measures to strengthen and develop the material and technical base of the territorial body of the Ministry of Internal Affairs of Russia.

11.14. Participation in the prescribed manner in the formation of federal databases in the established field of activity, timely entry of information into them.

11.15. Interaction and holding consultations in accordance with the instructions of the leadership of the Ministry of Internal Affairs of Russia and the territorial body of the Ministry of Internal Affairs of Russia:

11.15.1. With Russian and foreign public organizations on issues within the competence of the territorial body of the Ministry of Internal Affairs of Russia.

11.18. Participation in the procedure established by the legislation of the Russian Federation in ensuring the safety of persons subject to state protection.

11.20. Performing, in accordance with the legislation of the Russian Federation and regulations of the Ministry of Internal Affairs of Russia, other functions regarding the activities of the migration department.

12. The migration department has the right:

12.1. Request and receive, in the manner established by regulatory legal acts and (or) the head (chief) of the territorial body of the Ministry of Internal Affairs of Russia, from bodies, organizations, divisions of the system of the Ministry of Internal Affairs of Russia documents, reference and other materials necessary for making decisions on the activities of the unit on migration issues .

12.2. Within the limits of competence and in the prescribed manner, use the databases of the Ministry of Internal Affairs of Russia, the territorial body of the Ministry of Internal Affairs of Russia and other information and reference systems.

12.3. Use, in the manner established by the legislation of the Russian Federation, electronic forms for receiving and registering documents, notifications on the progress of the provision of public services, as well as electronic forms of interaction with territorial bodies of federal executive authorities located in the territory of exercising powers, executive authorities of a constituent entity of the Russian Federation, and others state bodies, local governments, public associations and organizations.

12.4. Carry out, in the manner established by the territorial body of the Ministry of Internal Affairs of Russia, checks on the status of work on migration issues in bodies, organizations, divisions of the system of the Ministry of Internal Affairs of Russia, and participate in their inspection.

12.5. Conduct meetings, work meetings, and seminars in accordance with the established procedure.

12.6. Involve, in the prescribed manner, to develop decisions on issues related to migration issues, scientific and other organizations, scientists and specialists, including on a contractual basis.

12.7. Participate in the development and review of concepts, programs, initiatives public associations and citizens on the most pressing issues of activity.

12.8. Interact in accordance with international treaties and legislation of the Russian Federation and in the manner established by the Ministry of Internal Affairs of Russia, with the competent authorities of foreign states and international organizations in the established field of activity.

12.9. Use advances in science and technology, modern technologies and information systems.

12.10. Exercise other powers in accordance with regulatory legal acts of the Ministry of Internal Affairs of Russia and legal acts of territorial bodies of the Ministry of Internal Affairs of Russia.

IV. Organization of activities

13. The migration department is headed by a chief (manager), appointed to the position and dismissed in the prescribed manner.

14. Head of the migration department:

14.1. Carries out direct management of the activities of the unit on migration issues, is the direct superior for all personnel of the unit on migration issues and bears personal responsibility for the implementation of the tasks and functions assigned to the unit, for the moral and psychological state of the personnel, the state of official discipline and legality among the personnel division on migration issues, as well as for the effectiveness of preventive and educational work with it.

14.2. Analyzes the state of work in the established area of ​​activity, predicts and plans its long-term and current development, listens to reports from the heads of structural divisions of the department on migration issues.

14.3. Determines the responsibilities of his deputies (deputies) and monitors their implementation.

14.4. Monitors the performance of official (labor) responsibilities by the personnel of the migration unit.

14.5. Approves provisions on structural divisions departments on migration issues.

14.6. Gives, within the limits of his competence, orders that are mandatory for all personnel of the migration unit to carry out.

14.7. Prepares proposals for the leadership of the territorial body of the Ministry of Internal Affairs of Russia on issues of improving activities on migration issues.

14.8. Conducts, in accordance with the established procedure, official inspections (inspections) on facts of violations of official (labor) discipline by employees, civil servants, and employees of the migration department.

14.9. Ensures that migration unit personnel comply with regulations professional ethics and official behavior.

14.10. Submits, in accordance with the established procedure, proposals to the head (chief) of the territorial body of the Ministry of Internal Affairs of Russia:

14.10.1. To improve activities, structure and staffing level departments on migration issues.

14.10.2. On the appointment to positions, certification, and dismissal of employees of the migration department.

14.10.3. On rewarding employees, civil servants and employees of the migration department and imposing disciplinary sanctions on them.

14.10.4. On measures to prevent violations of official discipline and the rule of law in the territorial body of the Ministry of Internal Affairs of Russia.

14.11. Provides information about his income, expenses, property and property-related obligations, as well as information about the income, expenses, property and property-related obligations of his spouse and minor children. Organizes, in the prescribed manner, the submission of such information by employees and civil servants of the migration department.

14.12. Participates in the implementation of those established by the legislation of the Russian Federation social guarantees employees, civil servants, employees, family members of deceased employees and those disabled due to military trauma.

14.13. Participates in carrying out occupational safety measures in the territorial body of the Ministry of Internal Affairs of Russia.

14.14. Organizes and ensures the activities of commissions of the territorial body of the Ministry of Internal Affairs of Russia in the area of ​​​​activity of the unit on migration issues.

14.15. Bears responsibility for the safety of information constituting a state or other secret protected by law, as well as compliance with the secrecy regime established in the internal affairs bodies.

14.16. Complies with the prohibitions and restrictions provided for by laws and other regulatory legal acts.

14.17. Exercises other powers in accordance with the regulatory legal acts of the Ministry of Internal Affairs of Russia.

14.18. Bears personal responsibility for the implementation of the tasks, functions and implementation of the granted powers assigned to the migration unit by personnel.

15. Office work, measures to ensure secrecy and protection of state or other secrets protected by law, logistical, financial and other support for the migration department are carried out in the manner established by legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia.
